Where can I buy small canisters of medical Oxygen for emergency use?

You have to have a valid prescription for medical oxygen in the U.S.. Get in touch with a local physician and they should be able to set you in the right direction for getting what you need. To purchase a tank outright will be prohibitively expensive and they will probably refer you to a home health company that will rent them to you.

I think you have to deal directly with the company that supplies oxygen in the home (unless you are in Scotland or Northern Ireland).
You need to speak to your doctor about his as you have to sign a consent form to allow your doctor to send them your contact details, though how this will apply to a visitor from another country I am not sure.
Ring your surgery and ask.
