Question about Non Custodial parent supplying medical insurance NY STATE?

They said that by dad having them on his insurance it is a HIPPA violation because he doesnt have custody therefor isnt entitled to any of their information. PLEASE remember dad gave her sole custody on her request…. it was not TAKEN from him
